Common sense can go a long way. In addition to droughts, wind can be very erratic with gusting. Since power output is proportional to the cube of wind speed, that makes power output even more erratic. And whatever is being used as the reliable partner to follow the load has to provide the inverse of that erratic supply to compensate. I guess that usually means a natural gas plant has to run erratically to compensate for the erratic wind power.
